Bring a large pan of water to the boil and place a bamboo steamer or colander over the top.
Rub the sea bass fillet with the olive oil, garlic, thyme, lemongrass, coriander and chilli. Place the fillet onto a piece of foil and transfer into the steamer or colander. Cover and steam for 3-5 minutes, or until just cooked through.
For the dressing mix the soy, sesame oil and chilli together.
To serve, place the sea bass on a plate and pour over the dressing.
