Heat the oil in a small frying pan and sauté the red pepper for 6-8 minutes or until soft.
Add the garlic and fry for one minute. Stir in the honey then put the mixture into a blender or food processor and liquidise until smooth. Strain through a sieve and cool.
For the lamb, drizzle the lamb steak with oil and sprinkle over the paprika and chilli flakes.
Heat a griddle pan until hot, then fry the steak for 4-5 minutes on each side or until cooked as desired. Rest for five minutes.
Arrange the herbs on a plate and drizzle the dressing around the edge. Serve with the lamb steak.
